Public Policy: Health
Public policies are an essential part of any country. Policies fall into different categories depending on the purpose they serve. For example, distributive policies are meant to allocate resources fairly, regulatory policies control certain behavior, and constituent policies outline the composition of the government (Anderson). Policies are relevant because they represent and safeguard the interests of the people. Some of the parties involved in the formulation and formation of public policies include the public, arms of government such as Congress, the executive, and the courts, as well as special rights groups and activists. The involvement of such a broad group in the formulation of public policy helps to ensure that all groups in society feel represented, and in areas where there are contentions, these groups can raise awareness on the necessary changes (Anderson). Some critical public policy areas in the United States include healthcare, social welfare, education, foreign affairs and national security, criminal justice, government operations, and the environment. Healthcare is a central public policy area because it affects every American citizen, and many struggle with the expensive costs of medical care. To address the issue of health insurance, the Obama administration implemented the Affordable Care Act to ensure that all Americans have access to healthcare.
Political leaders have a lot of say in what public policies are implemented. They usually have the interests of the people they represent, and “to assure support they often seek out and identify themselves with issues that are important to large portions of the populace. (Cobb & Elder 909) President Obama took a particular interest in the healthcare system of the country. Millions of people had no health insurance, and paying out of pocket is out of reach for many. To ensure that every American has access to the medical care that they need, the Obama administration proposed the Affordable Care Act that faced severe criticism from many. President Obama ran on the Democratic ticket, and the majority of the supporters of the healthcare plan were Democrats. Republicans opposed the Act vehemently.
When House Speaker Nancy Pelosi and other Democrats in the House of Representatives first revealed the plan to overhaul the healthcare system significantly, many braced for a tough fight ahead. Sure enough, the bill faced many hurled before being passed into law on the twenty-third of March, 2010. One of the staunchest proponents of the Bill, Massachusetts Senator Ted Kennedy, unfortunately, passed away and put the Democrats 60-seat majority in jeopardy. A major event on the seventh of November, 2009, saw 219 Democrats vote in support on the Act, with 179 Republicans and one Democrat against it in Congress. A similar trend followed in the Senate on the twenty-fourth of December where 60 Democrats supported the bill, and 39 Republicans oppose it. The twenty-first of March 2010 saw a narrow victory for the bill, with a 219-212 vote (Center 118). All Republicans voted against the bill.
The Affordable Care Act serves the needs of the public in many ways. Health insurance policies often discriminate against patients, and Obama care came in handy in regulating the insurance companies. One of the ways in which they do this is refusing to cover patients with preexisting conditions. The Affordable Care Act requires that any insurance company takes in members regardless of preexisting conditions. The second way is that insurance companies could raise premiums without notice, but under the new bill, they had to get approval from the state government before doing that. The third discriminatory practice that the Affordable Care Act wanted to eliminate was the practice of dropping patients from the insurance plan when they got sick. The Affordable Care Act was meant to ensure that every American had health insurance, as well as to reduce the cost of medical care(Center 131). For millions of the poor, unemployed, and those who could not be insured for other reasons, the Act proved to be a godsend. However, many opposed the bill, and the Trump administration has repeatedly tried to get sections of the Affordable Care Act repealed.
The Affordable Care Act’s main strength is that it allowed millions of uninsured patients to get health insurance. Healthcare is a basic need for every human, and a situation in which many in a country are uninsured is an undesirable one. Many people miss out on life-saving treatments and procedures due to the prohibitive cost of medical care. The Affordable Care Act also covers those who do not qualify for programs such as Medicare and Medicaid. One disadvantage is that those without health insurance pay a tax fine, which is expensive for people already struggling with difficult financial situations. The Affordable Care is not perfect, and there are some ways that it can be improved. One of the ways was the elimination of tax by Congress in 2019. The second thing is to change the definition of full-time employment from 30 to 40 hours a week because 30 hours are too few under the Act.
In conclusion, public policy can be an area of contention as was the Affordable Care Act. The policy can be defined as a redistributive one, as it tried to ensure that more members of society could access medical care. While the bill faced stiff opposition from the Republican Party, the Democrats managed to push through and saw the bill signed into law in 2013. Healthcare is an integral part of human welfare, and it is upon the government to ensure that it protects its citizens from astronomical costs of medical care by regulating the healthcare industry.

The newspaper denotes that the current drop in oil prices in UAE is not likely to reach its heights. The paper states that the prices of oil have impacts on the economy of the country so does other nations around the world. However, the newspaper clarifies that United Arab Emirates is on the eve of ensuring that it develops an outstanding strategy meant to diversify its energy mix. The news also was a convergent of news from different leaders around the world.
Thenational.ae
The news is a comparative analysis of the past and the present case of oil prices. The newspapers denotes that the prices of oil has been in existence since 1986. Almost 30 years later the prices of oil has continued to cause the same mayhem. The newspaper also states that despite the drop of oil prices by 1 percent in the last three months of 2014, the value and fees for apartments have remained constant. In addition, the drop of oil prices is eventual said to have further diverse sentimental in the future especially in real estate market.
Conclusion
It wise to note that both the two newspapers are highlighting the same theme “Fall of oil prices in UAE”. However, the gulfnews.com states how world leaders are going to work to reduce the impacts of the reduction of oil to their respective economies. On the other hand, thenational.ae shows the impacts of price drop of oil in the country.

The heartless by Yi Kwangsu
Heartless is the English translation of the first modern Korean novel ‘Mujong’ in 1917 that painted a vivid picture of the Korean people living in the present day and the conflict that arises amongst the people as the dynamic nature of modern day cultures catches up with the Korean people. The story line in the novel revolves around three young adults at their early years of occupational life, Yi Hyong-sik, Kim Son-hyong and Pak Yong-ch’ae. Yi Hyong-sik is an English teacher in Seoul at a middle school and he is in his mid-twenties. Kim Son-hyong is a young graduate from a university that offers westernized education and she plans to continue to further her education in the United States of America. She also comes from a wealthy family with Christian background. On the other hand, Pak Yong-chae is a young lady who is raised in the traditional Confucian manner and she is very gifted as far as music is concerned. Unfortunately, due to her poverty stricken background she is subjected to harsh conditions that force her to take up the role of a kisaeng. A kisaeng is a Korean female entertainer which is a polite word for prostitute(Lee, Kwang-su 37 ). Pak however remains devoted to child hood friend Yi who is also in love with Kim. The novel depicts the state of affairs and the struggle between maintaining national identity amidst the dynamic cultural changes in the modern times.
To better study what chastity means in the novel by Yi Kwangsu, an understanding of the term chastity is vital. Chastity therefore means, the acceptable sexual conduct of a man or a woman based on the guidelines of morality in a culture or a civilization or even the moral standards based on the religious beliefs of a person. In the novel we see Yi Hyong-sik marrying Kim Son-hyong the daughter of a minister from a wealthy Christian background. This arrangement was also made possible by the father of Kim who made Yi teach English to his daughter since she was about to travel to the United States to further her studies. The father also expected that Yi would marry his daughter and that they would travel together to the United States for studies.
According to the traditional Korean cultures it was ordinary to have childhood marriages and also the culture of kisaengs was prominent. It was believed that the lady who comes from a wealthy family was to be treated with a lot of care and concern and she was considered as a lady of chastity(Lee 94). On the other hand, women from poor backgrounds just qualified to be a kisaeng. She was concerned to be a lady who has lost her virtues and dignity and was barely anything more than a possession to be used by men to fulfill their lusts and pleasures. According to Kwangsu, the author of the novel, chastity was a mark of modernity and all ladies should be allowed to keep their chastity and not to be treated as mere objects but as a people equal to any other man and woman from any background. Pak Yong-chae unfortunately falls victim to the traditional practices of Korea and becomes a kisaeng and is therefore subjected to cases of rape since this was not considered a sin when committed against a kisaeng.
As the story unfolds, the young man who becomes engaged to the minster’s daughter hears of a plan by his childhood friend Yong-chae who had ended up a kisaeng. Yong-chae, due to the pressure she is subjected to becomes depressed and travels to Pyongyang, planning to commit suicide. Yi, the young teacher pursues her and manages to stop her from taking her life. The story further unfolds to show that the young man still had an attraction to Yong-chae though he could not expresses accept her since she was a Kisaeng, but was stuck with the minister’s daughter who though not being a kisaeng, he was not in love with. Chastity is therefore signified by the adoption of the modern cultures into the traditional way of life and changing with the times (Yu, Beongcheon 124). Chastity is leaving the Korean traditions and some of the Confucian practices and adopting modern cultures of allowing a lady the right to male her own choices in life and giving her equal opportunities regardless of her background.
Do we have a right to judge people who lose their chastity is a question that would bring much debate especially in the light of the novel. According to my understanding, people who lose their chastity should not be judged especially before the conditions under which they lose their chastity are first understood. According to the novel it would be great injustice to judge Pak Yong-chae and crucify her for losing her chastity because she was subjected to circumstances that gave her little to no option to choose from. The fact that she was tremendously gifted vocally and in music cannot be overlooked and given an opportunity she was promising enough to cause a turnaround in her life. She was however not given this opportunity and her place in the society was defined by traditions. It is evident that she never chose the path willingly since if she did, she would not have thought of committing suicide at the end of the day. It is therefore not acceptable to judge anyone who has lost his or her chastity without having an understanding of the cultural environment and choices given to him or her.
