A group is a collection of two or more individuals who interact and work together towards the attainment of common goals. Everyone belongs to a certain organization or a group such as a family, school, company. Groups occur because human beings are social in nature making groups vital assets in the society (Papy, 2004, p. 212). When an individual is a member of a group, he or she learns how to coordinate and corporate with other people in the workplace and the society. Groups also give individuals an opportunity to learn, interact, actively participate, compete, and socialize with each other. The creation of work groups in the work place ensures effectiveness and coordination for maximum productivity.

Group’s communication is a critical aspect in the organization. Groups greatly influence communication in an organization as research indicates that individuals communicate better and clearly when in groups. Good communication skills are essential in building an effective and cohesive group. Good communication occurs when employees or individuals open up while interacting to share ideas or communicate with the aim of achieving an objective. Good communication is encouraged when there is involvement and interaction of individuals and groups during the daily activities of an organization. Proper distribution of information is another attribute of good communication (Robinson, 2008, p. 213).

The performance of a group depends on the communication skills of the group members, which eventually minimizes the risks of organizational problems developing in workplaces. With good communication, groups are able to discuss and analyze problems and come up with good solutions. Good communication also empowers groups to be able to receive information and act accordingly and effectively. When negative information spreads across the organization, the top leaders are able to hear about such news and take remedial measures before the situation gets out of control. It is obvious that group communication is critical for the organization although it has a number of disadvantages. In the case of a situation or an emergency, the decision-making process becomes slow because it takes more than one person to make a decision. The group members of the organization will take more time than expected to argue out the right procedures before coming with a solutions on certain issues. Groups require more time to make decisions since every individual has to participate in the process of making a decision.

Proper communication is important in an organization in order to maintain good relationships between the employees in and the organization. Effective communication enables the top leaders to give feedback to their employees without denting employees’ self-esteem. Proper group communication will ensure that information pertaining certain matters reach the employees without an exaggeration. When employees get positive corrections, they are likely to feel more confident with themselves and work hard toward the achievement the organizational goals (Papy, 2004, p. 223). Employees will also increase their efficiency and learn to trust their leaders whenever faced with challenges.

Groups play an important role in an organization when it comes to decision making and solving of the organizational problems. Decision-making is the ability to choose one appropriate solution when faced with a situation. When an organization has a group in charge of decision-making, then it is likely that they will make the right decisions. When an organization has only one leader, he may fail to make the right choice and create losses to the company. Decision-making is an essential leadership aspect in an organization; this compels majority of organizations to create groups to make sound decisions instead of relying on one leader to make the overall decisions. When the groups make the right decision, the organization will benefit and make more profits. When groups are involved in decision-making, it leads to achievement of better results.

The involvement of a group in decision-making requires compromise since several individuals come up with different ideas on how to solve a certain problem. After solving a problem, the group will be able to identify the quickest and the safest method to eradicate that particular problem. Groups give the best results because they discuss the problem in details before coming up with the relevant solutions (Robinson, 2008, p. 233). Another important role of groups in an organization is teamwork. When an organization has teams, individuals are able to bond and work together as a team. In order for a group to perform better, it is vital to have one leader who directs the other members towards making the right choices. A leader should be aware of all the undertaking in his group and be able to get along with his subordinates.

The team members should be able to work together towards the attainment of the organizations goals. Groups are able to work together in leadership and come up with both long term and short-term plans for an organization. Allocation of duties to different members of the group will make leadership be more effective. When an organization faces leadership tasks, the group forces will solve the problem efficiently and effectively. Another important aspect of groups and leadership is participation. When members of a group indulge in active participation, individuals will have proper bonding between them making the group stronger and the leadership skill sharper. Active participation of groups will enable the leaders understand the positive pressure in leadership. Leadership groups are selective since they only choose individuals with certain positive characteristics. This is an indication that an organization gets the best services because the members of the groups have diverse ideas.

The issues of group attributes associated with groups include the characteristics of the groups, quality of work, and the properties associated with groups. Majority of groups formed in the company often occur for a reason. Some groups form because they are set to solve certain problems in an organization, or to carry out a duty that benefits the company. It is obvious that groups have people from diverse background because the company wants an opinion from various personnel. The company will create a group, which is a representation of every aspect in the society; for example, tribe, religion, and level of education. Various companies formulate their groups in a manner that they find effective and efficient because of the answers or product expected (Jordan & Jordan, 2008, p.143).

Groups might be of different qualities because companies have different sections such as groups formed to facilitate any requirement of the organization. Examples of these groups include the marketing department groups and the information technology groups. It is obvious that these groups have diverse needs and their qualities are extremely different. For example, the information technology groups will require technical resources such as software’s and computers while the marketing group might just need paper, pens and projectors to create marketing strategies. Companies should, therefore, consider issues of group attributes in their organizational strategies. Managers should be able to identify the different attributes associated with each group. This is vital since companies will get accurate and reliable results when assigning groups and investing resources in creating groups.

The group decision-making skills are diverse since various individuals incorporate their ideas when making decisions. Groups have excellent decision making skills because they may have various opinions concerning a similar topic, but apply the decision making process to come up with the best and practical solution for a situation. The groups have excellent skills since the company relies on the research and development group to create innovative products that will boost the sales of the company. When the company appoints a group without decision-making skills, they are set for failure because groups contain experts from various field of the topic.

When groups interact in meetings, their relationship develops because they have to work together for a common goal. In a group meeting individuals interact through introduction sessions, games and retreats to facilitate cohesion (Jordan & Jordan, 2008, p.143). Prior to a session individuals in the group interact effortlessly to choose their leader or to assign a person to chair the meetings. When discussing ideas, group members might differ and argue, although the leader will allow each individual to present his opinion. In case of conflict in the group, individuals explain their issues before any proceedings. Conflict resolution is an issue the group prepares to deal with because it is part of the planning process. Group members should communicate effectively to reduce conflicts in the organization.

Anthrax is an infectious acute disease that is caused by bacterium. Human beings become infected with Anthrax through ingestion of or contact with the bacterium spores. Spores are durable and can be stored for a lengthy period. They can be delivered in the form of aerosols making them ideal biological warfare tools. The contaminated air-conditioning disposable filters are a clear indication that the biological attack in high-rise buildings in the mid-Atlantic region relied on aerosols to spread the anthrax through inhalation. An anthrax attack is categorized as both a criminal activity and a terrorist activity. This paper identifies the command centre structure and provides an overview of the roles of the multiple agencies required to respond to the attack.

During an anthrax attack, the lead federal agency for emergency support function is the Department of Health and Human Services as provided for by the National Response Plan because an anthrax attack is primarily a medical and public health issue. (Landesman, 2011). The Department of Health and Human Services is supported by a number of federal departments and agencies because an anthrax attack is also a homeland security issue. The internal agencies and departments include the National Disaster Medical System, the Office of the Surgeon General, the Centers for Disease Control and Prevention, and the Substance Abuse and Mental Health Services Administration Department. The external agencies and departments include the Federal Emergency Management Agency (FEMA); the Department of Agriculture; the Department of Defense; the Department of Homeland Security; the Department of Justice; the Department of Labor; the Department of State; the Department of Transportation; the Environmental Protection Agency; the General Services Administration; the U.S. Postal Service, and the American Red cross (Landesman, 2011).

The main role of the Department of Human and Health Services is to provide medical and public health staffing under FEMA’s direction in the affected place. The department also has to provide medical equipment, supplies, and pharmaceuticals (Reissman &Howard, 2008). The National Disaster Medical System agency is tasked with the functions of deploying mass response assets and the highest priority critical infrastructure. The office of the Surgeon is responsible for deploying incident response coordination teams to the emergency management group and determining the epidemiological situation by deploying random assessment teams The Centers for Disease Control and Prevention is tasked with the function of providing additional resources for detailed and comprehensive public health assessments and supporting containment measures (Reissman & Howard, 2008). The Substance Abuse and Mental Health Services Administration Unit provides psychosocial support to the affected communities and to responders.

The Federal Emergency Management Agency is a critical player in an anthrax attack. It is tasked with the obligation of providing a center for distribution of equipment and supplies to the affected region (Landesman, 2011). It also provides necessities and facilities such as hygiene amenities, meals, trailers, trucks, desks, offices, and material handling equipment. It also provides all the required nonmedical base operations and logistic support for personnel, including fuel, shelter, food, ground transportation, and resupplies.

The department of agriculture provides aviation, communication and base camp support. It also provides nutrition assistance and conducts assurances of food security and control. The Department of Defense alerts the Navy, Army, and Air force coordination centers, coordinates the evacuation of patients in fatal conditions, takes patients and victims to reception areas, provides logistical support, deploys national guard and reserve medical units, avails military medical personnel and treatment facilities, assists in the management of human remains, and provides comprehensive risk management (Arora & Arora, 2013).

The Department of Homeland Security provides a single point for the dissemination and coordination of hazard management solutions and predictions as well as providing communication coordination and urgent transportation support (Guillemin, 2011). The Department of Justice provides 24 hour security at medical base operating camps and federal medical stations. The Federal Bureau of Investigations under the auspices of the Department of Justice assists in victim identification as well as investigating the source of the threat, and giving information on any other threats to public health (Guillemin, 2011). It also provides additional logistics, transport, and communication support. The Department of Labor monitors the occupational health and safety of the responders to ensure that they are not exposed to the biological warfare agent. The Department of State mitigates trans-border threats to contain disease transmission through techniques such as travel restrictions, isolation, and quarantine. It also communicates the international and diplomatic consequences of the attack as well as the actions that the United States has taken to mitigate it.

The Department of Transportation provides on demand transportation resources, including motor vehicle, marine, rail, and air. It works with the Federal Aviation Administration to ensure air traffic control for urgent top-priority missions. The Environmental Protection Agency provides expertise for the assessment of the environmental aspects surrounding hazardous materials ((Landesman, 2011). The General Services Administration coordinates private-sector air and ground transportation, food and medical supplies, equipment, and facilities. The U.S. postal Service assists in the transportation and distribution of pharmaceuticals and medicine to the affected general public. The American Red Cross provides emergency first aid, supportive counselling, personnel, and coordination for inputting the patient and casualty information and details into the Disaster Welfare Information Database

Muddling through similar issues, “Children of the Sea”:

The “Children of the Seas” is a journal that features two lovers a man and a woman who muddle through similar issues in their thoughts as they encounter different difficult situations. In the journal the woman is in Haiti a place that had been invaded with war whereby the police were discriminating the federation members and supporters. On the other hand, the man who is a presenter of a radio show of the “youth federation” and was running away from the Haiti police who wanted to kill him. In this journal, the man is on a small boat with thirty six other people seeking for refuge at Miami (Mas, 76).

In this journal, the two lovers muddle in the similar issues of suspense, dire expectation and great loneliness filled with hopes and prayerful wishes that their. The man looks on the sea water and the sea images reminds him of his lover whom he does not know how she is. At the same time, the woman also seats down in their house and thinks of her man. On the side of the man, he develops worries that because he is gone and there is no hope of coming back, his lover would be married off to somebody else by her father. On the woman’s side, develops worries that have caused her to contract cabin favor. Out of fear of the police, the woman’s father forces her to throw out the tapes of her lover’s radio show as a way to stay out of danger. The only thing she could have at that moment was her lover’s voice and therefore, she decided to disobey her father. Her fear become even worse when she had that the members of the youth federation had disappeared and her lover was a member of that federation. In this case, it can be seen that on the man’s side, he is worried about her lover whereas on the other side, the woman is also worried about her lover who has disappeared (O’Neill, 35). In this case, the two lovers are sharing similar issues at the same time.

On the man’s side, though he is on his ways to Miami to seek refuge in United States of America, his mind is clued to his radio show. He wishes that another group of youths shows at the microphone and continue doing his radio show when he is absent. He become more comfortable with death; this not because he wants to be like a martyr but because he want to be free of all this. On the other hand, the woman finds out that a group of students were shot by the police in front of the prison because they were protesting for the bodies of the radio show of the man. They had had that the Radio Six were all dead and therefore, wanted their bodies for proper burial. In this case, the woman knew that probably her man was dead. This implies that at the time the man was thinking death, the woman was also thinking of the same thing even though from a different basis. In this context, the two lovers are mingling in the issues that are similar at the same time.

When the author embarks on the man’s side, many of the refugees on the boat become seasick and start vomiting as a result. This is a sort of human suffering. The man does not like the food of the sea and therefore, has become sick of the food of the sea. Furthermore, the boat has a hole that water zips in the sea into the boat from the sea. This is a sort of desperate state. On the side of the woman, her father found the tapes of the radio show in the house and beat her. At this time, the woman is suffering as the man also undergoes suffering the sea. She wishes her father be killed by the police so that she can have freedom to listen to her lover’s voice (O’Neill, 56). As the man wishes that the guards of the US Coast finds their boat soon before they are drawn by the leakage hole on the boat, the woman also wishes that her father finds gasoline so that they can escape from the town. In this case, the two are thinking of getting a safer way out of the trouble that looms around them. Thus the two are thinking of similar issues.

On the side of the woman, every person in the town including the girl’s family has developed great worries as a result of what happened to Madam Roger. The army paid her a visit and interrogated her about activities of her son. She revealed the truth about her son as being a member of the youth federation. As a result, the army got angry and beaten her until she died. At the same time, everyone on the boat which the man was had been sunburned and they were becoming weak and feared for their lives. Even the captained worried that the boat might sink and thus cautioned Celianne not to rock the boat as that was likely to cause more holes on the boat. Therefore at that same time, the two lovers also muddled through similar issues of worried about their safety.

In Haiti, the woman heard rumors that the president was going to come back in the city to make a reclaim of his power. This message raised hope in many people of Haiti because she knew that that was probably going to bring the states that was presently there in the town to an end. The woman on her side, she felt like their hopes were ill conceived because the state was there was not that easy. At the same time, the side of the man, the Celianne loses her hope in life and therefore, throws her dead child in water and follows. At this time, the boat is taking in water and people are in turns trying to empty it. People on the boat including the man her lover starts bickering and loses hopes over surviving. At this time, the two lover featured in this article are having thoughts over the same issues. This is because, on the woman’s side, she has loosed hope that even if the president reclaims his power, things would not be right for them whereas on the side of the man, he has also lost hope that they were not going to survive the water.

The man writes the last journal when the water seeps into the boat and overtakes it and therefore, he ends up drowning (Mas, 76). On the side of the woman in Haiti, she sees a butterfly that was black in color which was a symbol of death and knows that her lover was dead. This is where the journal, “Children of the Sea” ends.

Conclusion:

In the journal, the “Children of the Sea” the author features two lovers a man and a woman both from the town of Haiti who through their daily experiences continue to muddle through similar issues. The woman is in Haiti town, a town that at the time featured by this journal was experiencing military control. Many people who supported the group called the “youth federation” were being discriminated by the army. Therefore, the woman and her family are in a state of fear and but no matter what situation, she cannot get over her lover. On the man’s side, he is on a small boat heading to Miami in US seeking for refuge. Whenever he looks on the sea images, it reminds him of his lover who because he has gone would be married off to another man by her father (Popov, & Popov, 108). Each of the two continues thinking, worrying and hoping for one another at different time. The unique thing is, whatever the woman thinks at a given time is a similar thing that the man would be thinking about. As a result, they muddle in similar issues throughout this journal until the man dies after being drown by water in the boat.
