Hypothesis

The key point in this hypothesis is that the current economical crisis in India does not allow it to invest heavily on matters of space exploration. The fact that the nation of India is drowning in poverty, it should not indulge in focusing its resources on establishing social infrastructure networks to better its own economy and provide jobs to its youth so as to curb poverty. The fact that India indeed suffers some economical crisis cannot be put aside and in fact the economy must be improved if its citizens are to have better living conditions. However, this reason cannot be used to lock out technological improvements and advancements in science. Achieving success in technology and science directly correlates to a good economical standard.

Hundreds of Indian families may lament on this project due to their poor standards especially in rural areas. The country prioritizing on space exploration provide less solutions and does not help much to avert the conditions of these people, or preventing them from death. It thus angers already sad old men with the idea of a project like these that seem to have minimal benefits to the people of India. This project might in the end benefit very few persons despite such a wasteful expenditure, thus ultimately many shall loose.

Many people living in acute poverty might not even get to hear about this news. Most of them do not have access to news sources such as news papers and Television sets. They shall not be party to the joy and pride when the rocket is launched, jobs in these sector will not also favor them since they have no education. They will always struggle to find what to eat and keeping alive. It will however benefit the affluent and the middle class as they seat and clap behind huge screens and congratulate the government.

Any nation’s development does not follow one direction. It has to go through a holistic trajectory; India having a space industry cannot be taken to indicate that the poor shall remain poor all along or to take care of them. Poverty reduction and technology compliment each other. The British aid might be seen to come with attached strings as the British might be safeguarding its own interests as opposed to those of the Indian population.

Though on one perspective past experiences indicates that if a country does not influence its capabilities, other nations shall discriminate it. I also believe on another hand that the fact that India is spending more on this project, the expenses are not that exaggerated in fact the cost cannot even sustain a municipality within India. If this project succeeds and indeed the mars Orbiter reaches the mars as anticipated, it will provide an avenue for a huge space market within India and its neighbors, it is bound to generate huge revenues. This shall provide a basis for many other interested nations to set their satellites in manageable budgets and also support their economies through the same.

The British seem unfair to some point. The percentage of aid given to India by the British seems insignificant and many might perceive it as an avenue for the British to capitalize on the growth rate of India. Furthermore, India is not creating a platform to be a star among other nations. The project is all because of ISRO ambition and curiosity to try its locally developed technologies. I also tend to think that we cannot connect this project to poverty in India since it’s more due to unfair wealth distribution of wealth together with corruption within many levels of government.

I also think that India should not lock out help from the British especially on a costly project such as this. It is normal for people around the world to have a sense of brotherhood with differences in areas such as culture, religion, and facial looks. India should not have fears such as shares in the project of influence from nations that support it financially. If there is cash that remains then it should be diverted to other needy economical sectors but at no point should India say no to British aid.

As per the CQ Research report, plastic pollution is socially constructed as an environmental problem due to the adverse effects of plastic waste on the natural world. Pollution is seen as a significant driver of climate change globally and many stakeholders have been taking action to try and curb its menace. Although everyone acknowledges that plastic pollution a leading cause of environmental pollution, the issue has been socially constructed differently based on the sentiments of the different stakeholders involved.

The major narratives about plastic pollution are largely driven by the media reporting on natural disasters and their impacts across the globe. The first narrative is that plastic pollution is a global disaster that is already affecting millions of people and negatively impacting human health and the natural environment. The problem of plastic pollution is considered global due to the fact that it affects every region of the world; both in the developed and developing countries. The impacts of plastic pollution can be seen in the Artic Sea, Antarctic, the Pacific Islands, Atlantic Ocean, Indian Ocean and all water bodies in different regions of the world. The negative effects of plastic pollution are been felt everywhere as there is increased water, land and air pollution in all parts of the world and the health effects have been catastrophic (Earn, et al. 124).

For too far long there has been a blame game among the major environmental stakeholders on who is responsible for the huge plastic pollution across the globe. For some people, the problem lies among businesses that use plastic as their main packaging material without trying to invest in non-renewable packaging technologies that would be environmental friendly. Many in this category believe that plastic pollution is not a consumer issue as manufacturers and businesses are forcing people into using plastic more than never before due to their greed for profits. The result has been governments and businesses’ assertions that there are limited investments in climate mitigation and rehabilitation of polluted ecosystems. There are also sentiments that argue that governments and businesses are not investing enough and taking sufficient action to minimize the generation of plastic waste. Although plastic pollution is societal problem that threatens the existence of life on earth, media reporting on natural disasters has socially reengineered the public perception and conditioned people to think that it is a government and business problem.

For some people, the issue of plastic pollution is as a consumer issue. Media reports on plastic pollution are always focused on the consumer rather than the multinationals companies and businesses that continue to use produce plastic products in all its forms. Many people who support the continued use of plastic products especially in packaging argue that it is impossible to ban such products especially those considered ‘single-use.’ For them, plastic is a revolutionary product that cannot be replaced with others such as glass, paper or metal. Many people in this category tend to believe that the current culture of consumerism is responsible for the high plastic pollution rates globally (Kiener, 20). Many manufacturers and industrial users of ‘single-use’ plastics argue that replacing them would result in an increase in the environmental footprint of alternatives, high consumer good prices and reduced product performance. These sentiments are contrary to what many of those who are advocating for the ban on ‘single-use’ plastics make. For many environmental advocates, plastic pollution is a major environmental pollution which must be addressed urgently. They argue that plastic is a cost too expensive for people and nature to bear largely due to their toxicity and low rates of recyclability. Plastic pollution is affecting every aspect of our lives as tiny particles of plastic have been found in food stuffs, drinking water and lungs.

Another principal narrative story about plastic pollution is that it can be managed significantly through increased recycling. Media reports on plastic pollution are always focused on the consumer rather than the multinationals companies and businesses that continue to use produce plastic products in all its forms. In some cases, the issue is presented as one of corporate responsibility, only with focus on plastic pollution at the bottom line. This framing frequently results in a request that companies alter their operations in order to lessen their environmental impact (Wang, et al. 5). Plastic waste constitutes a significant portion of waste that is generated across the globe and recycling and reusing plastic products is seen as a major solution to addressing the menace. Media reports and government policies have created a narrative that recycling and reusing plastic waste is vital in minimizing plastic pollution and avoiding the health complications that come with it.

Stories, statistics, and other methods that highlight the detrimental effects of plastic on the environment and human health are frequently used to define the issue of plastics pollution. Stories on how plastic pollution affects marine life, for instance, frequently highlight the predicament of sea creatures and other animals that consume waste or become tangled in it. The size of the issue is also frequently illustrated by numbers and other facts, such as approximating that there are over 5.25 trillion pieces of micro-plastic waste in the ocean. Media highlights of animal deaths from suspected plastic or pollution effects are also part of the stories that have been widely used in amplifying the enormous impact of plastic pollution in water sources. The high number of people and animals that are being negatively impacted by the effects of plastic pollution are often used creating public perception about the ferocity of plastic pollution in general and its adverse effects across the globe.

1. Identify and explain how the current economic climate might dictate the major themes of public sector management going forward.

The current economic climate is called the economic policy which favours privatization and liberalization hence there is mixed policy of disinvestment and nationalization. Public sector was viewed as a very important sector during the growth phase of the economy where government control was En as very necessary to spur on production manufacture and infrastructure as well as create jobs and look for new employment opportunity. This was looked at with great interest. Now with dynamic shifts towards private sector public sector has been limited to very important welfare industries and key sectors.

The major theme of public sector management is to provide an equitable climate for growth and expansion and welfare opportunities for all. The corporate social responsibility that public sector has is aimed solely at bringing in equitable distribution of wealth and retaining certain very important portfolios like defense and education and infrastructure with the government. This has also become privatized in the wake of inefficiencies red tapism and beauraracry that has hampered the growth of the public sector.

The climate has more been inclined towards the private sector with strict regulation and policy from the government. This is viewed more as a good solution. The private sector brings with it new ideas, creativity and the much needed management expertise and strategy and the diversity of periphery relating to growth and new strategies. Public sector management will have to undergo a paradigm change to become more inclusive in adapting to changes in strategy and look at changes that can be implemented successfully. Since the public sector has a very important role to play in any country’s economic model it is very important the public sector be managed well and efficiently.2•Based on all that you have learned in this course and what you know about current events, analyze and take a position on the future of public administration in the next presidential administration.

The future of public administration lies in governance that is so central to economic growth fueled by all other macroeconomic inputs. The presidential administration will have to look at ways to bring about the management of monetary and fiscal deficits that the country is facing. The balancing act of preparing the country’s budget though originally vested with the federal reserve should now be made more autonomously with great powers given to departments to accept that working on a synergized mode will promote better budgeting. Health and welfare concerns are very critical and hence public administration will have to come up with radical measures to bring in that very important policy measure for health care and welfare. Administration should become more pragmatic and forthcoming instead of looking backward and resting in glory. Public administration has been bogged by irrational attitudes and thoughts of a conservative few. Changes have to be incorporated on a war footing if the newer version of political science and public administration has to take off and bring in the necessary tools of good governance to people and citizens. The divide that is clearly indicated should now become one and states and federal governments should look at public administration as a tool to serve people.
