Dear Minister Mohamed AL-Rashid,
It is quite saddening that there are some people here in Saudi Arabia who have to travel long distances to get to a hospital. There are only 29 referral hospitals in the country which is a very small number compared to other countries. This has resulted to many deaths as people might be too sick to get to a hospital and the nearest hospital they can find is close to 100kms away. In 2009, there were 10,000 people who died as a result of not being able to get to a hospital in time. Most of these deaths occur just as the hospital’s door as they reach there when it is too late. Coupled with the fact that the population of Saudi Arabia is expected to grow by 25% in the next three years this will become more serious with time. This means that many more people will need medical care and if they can not access a hospital then more deaths will occur. Why should citizens of a country die due to lack of hospitals and the government can do something about it?
Therefore Minister, there is a need to build more hospitals in the country. The hospitals should be built particularly in rural areas where people have to go to a nearby town in order to get a hospital. The hospitals should also be fully equipped and doctors available so that they can attend to these patients who desperately need medical attention. With more hospitals and their proximity there will be fewer deaths as people will have easy access to hospitals. They will no longer and have to travel long distances so that they can be treated.

On the introduction part, the explanatory question was analyzing the topic from a local level in order to narrow down to the effectiveness of a leader in disaster management.
On the background review, it was a requirement of the educational institution to follow that format. Providing background study of each of the themes.
The theme “Training and Education,” is connected to the leaders in EM in that education and training on disaster management enables the leader in EM to build capacity and gain essential skills that enhance their ability to prepare and respond to the events during and after the disasters.
