An Incident Response Plan provides a well organized and defined approach for managing any impending threats to information systems, as well as taking suitable actions when the cause of the incident or intrusion at a third party is traced back to the business. Computer security incident management in the medium sized business will implement, and conduct an Incident Response plan to assure restoration of operation impacted by the incident. Incident Response Team who implement the plan into the action and provides a rapid, efficient and organized response to computer associated incidents for instance, hacker challenges and break-ins, inappropriate exposure of confidential information to public, system service intrusions, breach of delicate information and virus outbreak. The Incident Response Team’s role is to investigate the report and prevent a severe loss of profits, public assurance by providing an instant, efficient and practiced response to any unanticipated event concerning computer information coordination, databases or networks. The Incident Response Team conducts the response in a reliable manner with proper leadership and procedural resources required to control, diminish a computer security incident.

Having six people as response team, their responsibilities will be as follows:

1st member: Data Security officer- starts computer incident response team and takes essential action to block traffic from alleged intruder. Runs tracing tools such as Transmission Control Protocol (TCP) port monitors, sniffers and event loggers as well as Looking for signs of a firewall breach.

2nd member: Legal officer- He establishes the nature and extent of the incident. He Contacts the Information Technology Operations Center in case he gets any information connecting to a suspected breach.

3rd member: Internal Audit- evaluates the systems to guarantee fulfillment with information security policy and carries out necessary audit test work to make sure mission-vital systems are present with service patches and packs. In addition, he accounts for any system managing gaps to administration of counteractive action.

4th member: Central help desk- contacts qualified information security experts and other members of the Incident Response Team for advice when necessary.

5th member: Human Resources- Monitors and decide which Incident Response Team members play an active role in the survey. Provides proper training

6th member: publicity services- monitor business applications and services for signs of attack.

Health Insurance Portability and Accountability Act of 1996 (HIPAA) is a law that currently governs on how technology can be used. HIPAA focuses on improving health insurance convenient to individuals leaving the work place or changing employers. In addition, it tackles issues involving to electronic transmission of health associated data. Administrative simplification terms include National principles for electronic transmission, distinctive health identifiers for employers, providers, individuals and health plans, Security Standards and Privacy Standards. The HIPAA Security Standards require a covered person to apply policies and procedures that assure confidentiality, integrity and availability of electronic protected health information, in addition protects against anticipated threats or hazards to the security of such information, or disclosures that are not allowed (The HIPAA Privacy Rule, 2009).

Health Information Technology for Economic and Clinical Health (HITECH) Act was signed into law by President Obama on February 17, 2009 and has remarkable and permanent effects on the approval of Electronic Health Records (EHR) in USA. Its purpose is to improve the values of a person’s healthcare as the costs are lowered, by computerizing all America’s medical records and avoiding medical errors. To help achieve this goal, the Act creates a system of motivations to encourage practices to implement EHRs and disincentives to penalize slow adoption. HITECH enforces the hands of companies when violation occurs since by ensuring that a payment is made as stated in Breach of Notification Rule. Individuals have had their protected health information negotiated and defended. An investigation is done by the office of civil right department of health and issues a 60 days notification to the company (Paper, 2009).

Introduction:

Health Challenges: Significance, Incidence, Symptoms or Consequences

A Traumatic Brain injury is the leading cause of disability and death amongst children and young adults. In the US it is estimated that 1.5 millions of Americans obtain a TBI each year with the number still increasing. TBI’s also contributed to the deaths of 56,8000 people including children. A Traumatic brain injury usually results from a violent blow or jolt to the head or body. Symptoms for a Traumatic brain injury are typically placed into 4 categories including, thinking/remembering, physical, emotional, and somnolence. Obtaining a TBI cause the person to potentially have physical, cognitive, emotional, and behavioral changes. People who obtain a Traumatic Brain injury tend to have effects that last several days, months, or even years and typically disrupt a person’s ability to function in their everyday lives. These effects aren’t limited to impairments related to memory, movement, thought process, sensation, hearing, emotional dysfunction. Traumatic Brain injuries are major causes to long term disability with a limit on the treatments available to people.

Current diagnosis/Treatment/Management

There are a number of tests and assessments conducted before an injury to the brain can be classified as a Traumatic Brain injury. Typically, assessment requires a neurological examination evaluate thinking, motor function sensory function, coordination and reflexes by using a CT scan and MRI. There is currently a lack of effective treatments for Traumatic Brain injuries. There are both medical and surgical interventions that can be performed to help with the management of the obtained TBI. Today there are many efforts in creating therapeutic approaches and strategies in dealing with Traumatic Brain injuries.

New biomedical engineering solution and benefits

A therapeutic approach for a Traumatic Brain Injury involves Mesenchymal stem cell therapy. Stem cell therapy, meaning using stem cells from the own individual is a believed therapy to enhance the repair of the injured brain. Mesenchymal stem cell therapy has been showing promising results in ongoing clinical studies. The clinical trials have at least entered the beginning stages (safety phases) for multiple diseases and injuries including TBI’s. Researchers have been able to get a better understanding of what occurs to the body after sustaining a TBI and how Mesenchymal stem cells repairs the brain and improves functional outcomes with rats. One specific method involves transplantation Mesenchymal stem cells which release trophic and pro-repair cytokine, specifically interleukin10. The study tests the therapeutic effects when transplanted into rats that endured a Traumatic brain injury in the frontal cortex. There were significant improvements to reduce inflammation and promote functional outcomes, although further testing and research needs to be conducted. Another study was designed to promote the behavior of the stem cells by incorporating R-GSIK in rats. There was significant recovery of motor function observed in the rats that received Mesenchymal stem cells and R-GSIK. Another study combined Mesenchymal stem cells with Sox2 to improve the recovery in rat with a TBI. 26 rats were used in a study, with 2 rats being bone marrow stem cell donors. 2 days after a Traumatic Brain injury, the rats were induced with SOX-2 and the study examined the effects of SOX-2 with the differentiation of bsMSCs. The motor function was tested using NSS. (Neurological severity score) These treatments are steps to creating effective and efficient therapy for Traumatic Brain Injuries.

My hometown is San Antonio, a city in Texas. It is one of the largest cities in Texas with a population of roughly 1.39 million people.

There are several things that make the city stand out from others in the country. The first thing is the diversity of the people living in San Antonio.

The residents of the city have diverse racial backgrounds from Hispanics, Asians, and Caucasians. The city is home to immigrants from all races making it a melting pot of backgrounds. Marital status varies among the people with an almost equal number of married and unmarried.

Because of the diverse ethnic and racial backgrounds of San Antonio residents, the number of languages spoken in the city is significant. This mostly depends on the country of origin such as Brazil, Mexico, Spain, Portugal, South Africa, among many other countries in the world. Such languages include Spanish, Chinese, Russian, and French.

There are several residential areas based mostly on the level on income such as upper-middle class neighborhoods, wealthy neighborhoods, lower middle class neighborhoods and housing projects. Living conditions depend on the area, but living conditions are quite good with all social amenities such as schools, colleges and healthcare at close proximity to all residential areas.

Many people are employed in the education and healthcare systems or in businesses. There are many thriving businesses such as hotels and restaurants, jewellery shops, entertainment shops, boutiques, grocery shops, beauty parlors and many others.

Nights in the residential areas are mostly quiet with many people sleeping to get up for work, while others work the night shift.

There are many issues that the community in San Antonio faces including matters on gender, education, religion, racism, leadership, politics, climate, security among many others.

Security is a major concern with the increase in terror incidences and mass shootings, putting the spotlight on mental health issues.

Some of the current issues include the political leadership of the country and the economy, most recently the government shutdown.

There is a connection between events such as the government shutdown and the issue of immigration in Texas. The President has been viewed to make polarizing comments and decisions that threaten the unity and diversity of the nation at large.

Many people are divided on the issue of building the wall with Mexico to prevent illegal immigration. With San Antonio having a large population of immigrants, the subject is quite a touchy one.

Racism is also a pertinent issue, also because of a significant immigrant population. This is a positive though; contact with immigrants has taught Texans that immigration can be a positive thing as it contributes to the economy of the city. Residents however agree that immigration should be done legally, but this is not to victimize immigrants.

Gender and equality are also matters of importance in San Antonio. Rights of the LGBTQ community have recently been a public debate, brought about by issues such as the use of public bathrooms and transgender service in the military.
