Introduction
The Uniform Crime Report is factual crime information about the USA and is published by the Federal Bureau of Investigation (FBI). Law enforcement agencies collect and submit the data to the FBI which compiles the UCR statistics. The data is collected throughout the country and the report is released on an annual basis. The program started in 1930 after the congress had passed the enacting HYPERLINK “http://en.wikipedia.org/wiki/Title_28_of_the_United_States_Code” o “Title 28 of the United States Code” 28 U.S.C. § 534 and with time, it has been instrumental as a key source of criminal data that is used in making of policies by scholars, policy makers, media houses, amongst other groups (Curry & Riley, 2009). The program is divided into four categories which are the Traditional Summary Reporting System (SRS) which works closely with the National Incident Based Reporting System (NIBRS) to compile the offense and arrest statistics. The Hate Crime Statistics Program which is concerned with hate crime data, the Cargo Theft Reporting Program that documents cargo theft and the Law Enforcement Officers Killed and Assaulted Program (Bagley, 2012).
The UCR documents crimes into two categories. The part I which is made up of violent as well as property crimes. Offences such as forcible rape, murder as well as no negligent manslaughter, aggravated assault and robbery are categorized as violent (Curry & Riley, 2009). Burglary, arson, motor vehicle theft and larceny-theft are termed as property crimes. The Part I crimes are very serious crimes on the basis of nature and volume. Part II of the crimes is composed of offences such as prostitution, vandalism, vagrancy, public drunkenness and weapon offences (Curry & Riley, 2009).
Basing on the categories provided above, it is easy for the public safety officials to identify criminal data on the basis of magnitude and type of crime committed. The collected data is forwarded to the FBI which examines the information and develops an annual statistical analysis (Bagley, 2012). The UCR compiles a statistical analysis of criminal activities while at the same time draws a topographical analysis of criminal activities and their trends. However, the programs has got its flaws and successes.
With the statistical compilation of data conducted by the FBI, it is easy to conduct a national and state analysis of criminal activities. The report identifies the major locations where criminal activities occurred frequently in that year. In such scenario, law makers as well as state police departments can be timely deployed in areas that are susceptible to criminal offences hence arrest the culprits (Bagley, 2012). The system has been existing for more than 90 years and therefore endured the test of time while at the same time provided critical annual account of criminal information that the demographics have been used to timely counter crime.
The UCR report can be a valid parameter in gathering statistics about criminal offences. The data can be used in international contrasts which can be used to evaluate the varying frequency and levels of criminal activities among different countries.
However, apart from its pros, the system has it cons. The criminal offences reported for instance may have been reported or detected. If in a case where 2000 rape cases happened and none of them was reported, it therefore means that in as much as the FBI report had documented the data, the criminals were not brought to book and therefore the enforcement of law was not achieved (Curry & Riley, 2010).
In an analysis conducted by Steven Barkan in criminology, it’s estimated that only an approximated 5% of criminal activities are reported to the police (Catalano, 2006). The police too are located in different states have great variation in the interpretation and definition of crimes. The variation in terms of crime analysis and interpretation could lead to misclassification of a criminal offence. The UCR system of classification of crime too diverts focus from white collar crimes.
The UCR has developed a hierarchical rule where suppose more than one crime was committed by an individual, the highest and worst criminal activity is documented and reported. For instance if someone was killed during a car theft incidence, then the offence documented would be murder and theft will be ignored (Catalano, 2006). The criteria faces sharp criticism basing on its classification system.
By means of identification of patterns, it is possible for the FBI to coordinate with police in each state and county. The role the FBI plays is majorly identifying the areas that have high frequencies of criminal activities, and alert the nearest police department in the area to closely monitor the location (Catalano, 2006). The identification of such spots should be done after an extensive and in-depth annual analysis of the location to ensure that the information passed to the authorities is legitimate and it will warrant the safety of the residents and arrest of the criminals.
The UCR database has a comprehensive statistical data about criminal activities for each state for a period of over 90 years. The data collected can be used to create models and draw curves to illustrate the possible frequency and occurrence of criminal activities both at national and county levels as well as state (Catalano, 2006). Such prediction can be used by policy makers to estimate the number of police that need to be deployed in every state and in due process suppress the occurrence of criminal offences.
An analysis robbery between 2010/2009 to 2013/2012 illustrated that the frequency of robbery at the national level has recorded mixed results with the figures showing in 2010/2009 the rates were at -10.7 but the following year they increased to -7.7 (Curry & Riley, 2010). In 2012/2011, for instance, the rates exponentially increased to 2.2. The rates were alarming and it forced the authorities to quickly act. The results bore fruit because in 2013/2012 the rates went down to -1.8 (Bagley, 2012). The statistics indicate that there could be a likelihood of increase in terms of robbery in the USA. Basing on the Oregon state, the rates of robbery have posted mixed results. From 2008 to 2011 then rates have been on a downward trend at an estimated rate of 5% per annum (Bagley, 2012). However, in 2012 stats indicate the rate increased by 7% (Bagley, 2012). Such results indicate that most likely the authorities were reluctant that the perpetuators found more time to commit robbery.
The crime rates in the 1950s were slightly higher than the present (Catalano, 2006). On average the incidences of robbery in 1950 were 15% higher than 2012. The reduction in terms of robbery could be as a result of the technological advances such as improved surveillance and patrols in areas that experience incidences of robbery more frequently. The early 1970s witnessed minimal occurrence of robbery but later during in the course of the decade, the rates hit a high of 3299 in 1979 from 2144 in 1970 (Curry & Riley, 2010). The figures indicate that incase the police and relevant lapse in putting measures to combat robbery, this decade could witness the occurrence of the 1970s.
Conclusion
It is essential for law enforcement agencies to report criminal offences to the FBI to ensure that proper and accurate demographic figures are tabulated (Curry & Riley, 2010). The CSR system is accurate in terms of recording its data but there is need to give room for the inclusion of all crimes committed and avoid only selecting major crimes in incidences where more than one criminal activity took place. Enlightening the public to report criminal activities to the police will be essential in ensuring that the public are assured of their security.

Life and educational history of James Weldon Johnson
James Weldon Johnson was born in the year 1871. He was a great artist who wrote several songs and poems in the late eighteenth century. James Weldon Johnson was born in the city of Jacksonville in Florida. In his life periods, he attained several major achievements in life. Weldon was born of a father who was a headwaiter in one of the luxurious hotels in the city of Jacksonville, Florida (Johnson and Rudolph, 47). Other than being a headwaiter, Weldon Johnson’s father was a schoolteacher in one of the schools in the city of Jacksonville. This made Weldon Johnson to undertake his studies in the City of Jacksonville. Weldon finished his high school studies in one of the institutions in the City of Jacksonville, Florida upon which he was admitted to Atlanta University.
After graduating from Atlanta University, Johnson Weldon got the job of being a principal in one of the former schools that he had learnt. As a principal, Weldon progressed with studies. He took further studies in law, a fact that made him be admitted to the Florida Bar. It is of critical importance to highlight the fact that alongside the academic achievements, Weldon Johnson was also a gifted artist. He wrote several songs, poems and other literary works. It is prudent enough to note that his art of composing songs started way back in the eighteenth century. In the year 1900, Weldon Jackson wrote the song was titled “Lift Every Voice and Sing” (Johnson and Rudolph, 74). Weldon Johnson’s brother by the name John Rosamond, in the school event that was scheduled to celebrate the birthday of Lincoln, set this song to music.
Following this, the song gained remarkable popularity and was later on declared the “Negros’ National Hymn” by the National Association for the Advancement of Colored People. However, in the year 1901, Weldon Johnson went to visit his brother who was living in New York and stayed with him there for a while. In their stay, they composed and wrote more songs with the Broadway Shows (Johnson and Rudolph, 59). Five years later after joining his brother in New York, Weldon Johnson gave up the issue of songwriting in a move that saw him become a United States Consul in the country of Venezuela. However, three years after being posted to Venezuela, Weldon was later transferred to Nicaragua. This was in the year 1909. That is the time Weldon Johnson started writing about his novel. This was in form of an autobiography and it was entitled “Autobiography of an Ex-Colored Man”. The book was published in the year 1912 following a unanimous approval.
In the autobiography, James Weldon Johnson tells of a story of a young biracial man by the name Ex-Colored Man. This story majorly dwells on the racial prejudices as well as the discriminations that befell the blacks in America from the eighteenth century. The songs that characterize this autobiography are those full of paradox of race and color as was experienced in the earlier days of America (Johnson, 39). The songs depict a sense of encouragement in the perception of the readers, as well as, the fictitious subjects who were the victims of racial discrimination. The people being referred to in the autobiography, though in the form of a fictitious story, are the Black Africans who found their roots in America. At the time, racial prejudice was so strong in America. This brought a major drift between the blacks and the whites. The blacks were so much alienated and regarded as mentally inferior. The general perception of the whites in America was that the Black Americans had relatively low mental capacity to aide them in progressing in life. This was quite evident in the way Weldon Jackson descried some instances when the blacks were discriminated upon.
The story centers on a major character just referred to as “Ex-Colored Man”. This offers a paradox of reason in determining the balance of perception on the issue of racism relevant to Ex-Colored Man. This follows that the main character, Ex-Colored Man, is a man who claims a biracial origin (Johnson, 56). He is a white by skin color but black in descent. In this regard, it is quite had to tell where the man belongs with regards to race. However, the Ex-Colored man is shown to embrace the issue of being a white more than that of being a black or a Nigger. This follows that he never wants to identify with the racial stigmatism that is hurled on the blacks. This is evident when the Ex-Colored Man passes to become a white. The main character, the Ex-Colored man is depicted as a person who values the sense of individualism. He never wanted to associate so much with the fact that he was partially of black origin. It seems as if this was contributing a lot towards causing some form of annoyance. He did not want to associate so much with the blacks since he considered them also less superior. A good example is depicted when Weldon was discussing with him on the way and generalizing his speech.
” I, in referring to the race, used the personal pronoun “we”; my companion made no comment about it, nor evinced any surprise, except to slightly raise his eyebrows the first time he caught the significance of the word. He was the broadest minded colored man I have ever talked with on the Negro question. He even went so far as to sympathize with and offer excuses for some white Southern points of view. I asked him what were his main reasons for being so hopeful. He replied, “In spite of all that is written, said and done, this great, big, incontrovertible fact stands out,–the Negro is progressing, and that disproves all the arguments in the world that he is incapable of progress. I was born in slavery, and at emancipation was set adrift a ragged, penniless bit of humanity. I have seen the Negro in every grade, and I know what I am talking about. Our detractors point to the increase of crime as evidence against us; certainly we have progressed in crime as in other things; what less could be expected?.” (Johnson and Rudolph, 36)
The fact that black man raises eyebrows when Weldon used the personal pronoun “we” referring to the black leaves a lot to question. It means the Ex-Colored Man did not want to associate with the blacks following the inequities, discrimination and racial prejudice that have befallen them since they found their way to the United States. This is also depicted in his ironical talk when he describes the possible outcomes associated with progresses made by the Blacks in life (Johnson and Sondra, 56). Any progress made by Negros is seen as an opportunity geared towards causing social harm in the future. This is too controversial and depicts a high degree of racial prejudice as well as racial discrimination.
It is of crucial importance to highlight that music always plays a critical role in enhancing knowledge amongst individuals. Music may be used to inform people on certain things. In addition, music can be used to rebuke certain wrongdoings of different individuals within the society. Moreover, music can take the role of offering encouragement to the individuals who may be oppresses with certain situations in life. Several music always have certain tunes that are quite enlightening (Johnson, 36). Moreover, some tunes and lyrics are always full of the grievances shared by the populations forming the environment in which the composition draws basis. Such may involve tones of grief, rebuke, appraisal and discrimination. It is of critical importance to highlight the fact that regardless of the content of the music, most music are always composed with regards to the current or emergent situations as well as the oppressive histories that the population may have underwent.
Other than the oppressive histories in the past, music can also dwell on the constructive histories, thereby enlightening the listeners as well as informing them of the way things should be done. It is an indisputable fact that there are different forms of music. Some of these forms of music may include rap songs, gospel music, pop music as well as blues (Johnson, 56). In addition, the other forms of music include jazz and ragtime. Jazz and ragtime are some of the music types that draw their roots from the African Americans in the United States of America. These forms of music came in to the music industry following the oppression that the Black Americans or the Negros underwent when they were in United States in the earlier days.
There are several similarities that exist between the music in the Autobiography of Ex-Colored Man by James Weldon Johnson and that of “The Blues I am playing” by Langston Hughes. The music in the autobiography of James Weldon is of three different forms. First, the similarity comes in the forms or types of music used in the two autobiographies. There are secular music, ragtime and jazz forms of music. These two individuals use these forms of music in different ways (Johnson, 36). Both James Weldon Johnson and Langston Hughes, in order to shun the form of racial discrimination and prejudice that the Negros underwent in the earlier times when they were in the United States of America, use these forms of music. The songs bring a sense of enlightenment and sensitization concerning the historical injustices that faced the black race in the United States.
In concern to the above, it is of critical significance to highlight that Langston Hughes bears the greatest responsibility of brining to existence the Harlem Renaissance in the African-American literature (Hughes, 32). The tunes of the songs, rhythms as well as composition in Langston Hughes’ music, “The Blues I am Playing” brings a form of genre that depicts the life of Negros with some form of cultural development (Johnson and Rudolph, 46). It is of crucial importance to note that the two types of music namely the jazz and the blues characterizing the music of Langston Hughes are the major elements enveloped in the Harley Renaissance. However, on the contrary, the major forms of music that characterize the works of Weldon were the jazz and the ragtime (Johnson and Rudolph, 47). In his artistic works, a number of music have been composed by Langston Hughes that portray his sentiments, feelings and opinions on the issue of oppression, discrimination and racial prejudice that the Black Americans underwent.
The music touches on the racial discrimination that the white Americans practiced on their fellow black citizens (Johnson and Rudolph, 74). Hughes Langston issues a strong sense of criticism on the forms of oppression that the Black Americans underwent in the United States. He provide several evidences in the music “The Blues I am Playing” that shows the issues and realities that his fellow Black Americans faced within the American society (Johnson, 36). The music portrays that the racial oppression, prejudice and discrimination against the Black American people was evident and became extremely dominant in the twentieth century. Langston Hughes succeeds to bring his sentiments through the music by bringing in two women characters namely Oceola Jones and Mrs. Dora Ellsworth (Hughes, 32). These are the two main characters in his artistic work in the music “The blues I am Playing”. Dora Ellsworth in her part is depicted as a white American. She is still at her middle age and is already a widow. On the other hand, Oceola Jones is depicted as a Black American who is of African origin (Johnson and Rudolph, 51). Both the women had shared different perspectives with regards to marriage. The white woman, Mrs. Dora, becomes upset at the fact that Oceola wants to get married, thereby trying to discourage her.
On the same note, James Weldon Johnson also depicts a strong sense of racial prejudice, discrimination and oppression in his music autobiography entitled “Ex-Colored Man”. He depicts several forms of oppression and injustices that the blacks underwent in the earlier days in America under the hands of the whites. The oppression, discrimination and racial prejudice were so dominant that even in schools, the blacks and whites had two different groupings (Johnson and Rudolph, 71). In addition, even conversation between blacks and whites was hampered following the strong sense of discrimination that the blacks were subjected to. James Weldon Johnson’s music majorly dwelt on two forms namely jazz and ragtime. He majorly used these forms of music following the fact that they gained prominence and fame amongst the people of America who were his major subjects in writing the songs (Johnson and Sondra, 56). With this advantage, he gained the opportunity of sharing his sentiments and opinions with regards to the issue of racial discrimination, racial prejudice as well as oppression. He used this opportunity to enlighten the people on the several cases of racial prejudice that was subjected to the Negros in America. This helped in informing the people of the negatives that were associated with the issue of racial prejudice.

‘The Two Souls Indivisible’ Book Report
This novel is by James Hirsh and it is extremely interesting as well as informative. The scene where the novel is set is in Vietnam, when it was experiencing war. Those held captives due to the war, are not able to enjoy any sort of freedom. This is because basic needs, which are accorded to human beings, are nothing but fantasies to the prisoners. For eight years, two friends, Fred Cherry and Porter Halyburton lived under extreme conditions, which were barbaric. The two worked in the military whereby, one was a pilot in the air force, while the other a pilot in the navy. The life of these two friends is what leads James to write this novel based on their terrifying experiences, while serving at Vietnam.
Through reading this great novel, one knows about the conditions of the Vietnamese prisons. During the war, service men serving in the United States military were held captive in the various prisons. Most times the prisoners were held in confinement, showering was unheard of, making one to sympathize with the prisoners. Eight years was an extremely long time and some became sick and died due to the conditions they were subjected to. For example, anesthetics were not used when the prisoners were being operated on, making the experience extremely painful. This is the reason why this novel creates a sense of suspense and intrigue to its readers.
While studying history, many questions are raised concerning the Vietnam War, regarding the reason why America was involved .Also; it raises questions, such as why the war started as well the exact time when this war took place. There is a lot, which needs to be known, concerning this war, as people ought to be aware about the consequences of war. This novel enables one to know the challenges faced by the POW’s of the United States. Without the close relationship between the two POWS’s, the hardships would have made them loose their lives. Since it is based on a true story, it makes it even more amazing to the point whereby, one is affected emotionally. Some people who have read this great novel have cried due to its appeal, which is emotional.
This novel is accurate in terms of its historical context. The horrors, which are associated with war, are made known and how they can lead to various psychological problems. The relationship between Cherry and Haleyburton is interesting and the bond they have is quite strong. Cherry is the one, who was affected most, by the inhuman conditions, which was caused by the war. Compared to his friend, he is the one who underwent most of the torture. On the other hand, Haleyburton can be viewed as a person, who is racist. But as you continue reading you find out that he was in fact against racism. He was compassionate, servitude, as well as humble, which he constantly practiced despite the many hardships. Haleyburton believed in the power of God, thus his faith, which made him endure the torture.
During the war, many people united, because they were fighting for the same purpose. Race differences were not a hindrance due to the bond shared. This gives a clear definition on life and what it is meant to be. The history and past of the people is made known and this connection is vital. This shows that Hirsch was interested in ensuring that readers have an idea of the war in Vietnam. Also, while the war took place, the activity of the soldier’s families is known. A lot of emotional and physical torture of the prisoners took place and this was conducted by the Vietnamese people from the North. In the year 1965, in the month of October at Hanoi, Cherry was shot and severely wounded. The reason why this took place was to ensure that statements of anti-war were signed by Cherry. Unfortunately the efforts of the captors to make sure he coerces was unsuccessful. Most of the servicemen, who were black, were being urged to stop fighting. This is because they were viewed as the most venerable group in the war in Vietnam. Halyburton’s support is what ensured that Cherry survived through the ordeal, which was horrifying.
The reason why the Cherry and Halyburton were put in the same cell was to ensure that they became enemies. The irony is that instead, they became great friends. The good nature of Halyburton is seen as he tries to ensure that his friend is well taken care off. This shows that during the war, people were still humane to each other. For the eight months they were in confinement, Halyburton made it his duty to ensure that Cherry was able to stay alive. This makes Halyburton a life saver, who ought to be praised for his good deeds. The novel is based on ideals of dedication and friendship, which took place during this vital historical occurrence.
Despite the horrific war, one of the greatest friendships in the world was formed. This is because the two POW’s were from different worlds yet they formed a tight bond. During that period, there was segregation and racism was extremely thrift. Halyburton was from the south where most white people were racists and Cherry was a black man. Such friendships were unheard of and since they were fighting in war, there friendship became strong. The two made sure that they survived by overcoming the suspicions, which they had.
Among the POW’s in the war in Vietnam, Cherry and Halyburton are viewed as legends. This is because they overcome the torture they were subjected, to become great friends. Their families were also affected as it took a toll on their lives despite them being far away. Absence made the family of cherry became sundered. This is different from that of a deepened and endured bond between Marty and Halyburton. Marty was the latter’s wife, who was affected by the supposed death of her husband. Later, her emotions change when she learns that Halyburton was imprisoned, thus alive. This makes her become fearful as his life is in danger. The families who were left behind by the POW’s did not do anything much to advocate for those fighting in the war to come back home.
The novel is heartbreaking as well as inspiring. It is possible to overcome death by trusting other people, who have the will power for survival. Situations of war can make people achieve success for the benefit of others. This is an interesting novel for those who want to find out about the war in Vietnam. Great lessons are learnt from this novel and it should be recommended to those interested in the United States history.
