Fentanyl as an alternative pain relief for practitioner paramedics in Ireland

In Ireland today, Paramedics are not licensed to administer Fentanyl pain relief. Only an Advanced Paramedic is licensed to administer as it is usually administered intravenously or intranasally. A paramedic is trained to administer intramuscular injections & intranasally but not intravenously. Fentanyl can be administered using an intramuscular and intranasally route and a Paramedic in Ireland can administer medication via this route. I feel this would be an alternative analgesic option to reduce the amount of Advanced Paramedic assistance for a Paramedic in the pre-hospital environment in Ireland.
As Fentanyl is highly potent against morphine, its life span is very short, thus making it safer to use. If a Paramedic was to accidentally overdose a patient using an opioid, they are licensed to administer Naloxone as a reversal to opioid overdose. Please include pharmacology and pharmacokinetics and pharmacodynamics.
