God deals with some issues himself

God deals with some issues himself—e.g., issues of the mind, because only He really knows our minds; issues of attitudes and generous behavior, because He wants those to be chosen, not coerced. God delegates other issues to society (e.g., elders, civil government) to judge and enforce—e.g., physically harming or killing a person, or harming them by stealing, because He wants to prevent us from harming each other. Is this framework—God retaining authority or delegating it—biblically sound? Is it useful in business and economics? Discuss.
